Background
The National Park Service (NPS), part of the Department of Interior (DOI), is issuing a solicitation for the extension of the public launch ramp at Hemenway Harbor, located within the Lake Mead National Recreation Area in Boulder City, Nevada.

This project aims to enhance recreational access while ensuring minimal disruption to park visitors during construction. The solicitation is specifically set aside for Indian Small Business Economic Enterprise (ISBEE) businesses.

Work Details
The project involves design-bid-build construction tasks that include in-water construction of approximately 1,100 linear feet (LF) of launch ramp.

The ramp will be 100 feet wide and constructed at a 5% slope using a series of mechanically connected 20-foot by 3-foot precast reinforced concrete panels. Construction will take place in water, reaching depths of up to 40 feet to finish grade. Additionally, excavation and disposal of approximately 2 feet of soft lakebed sediment will be required.

The ramp must remain partially active for public use throughout the construction period. Protective measures are necessary to ensure that the surrounding area remains undisturbed during the project.

Period of Performance
730 calendar days from notice to proceed, including potential weather shutdowns and winter construction requirements.
