Solicitation Notice
Power Utility Pole Installation
The U.S. Department of the Interior (DOI), Bureau of Reclamation (Reclamation), Lower Colorado Basin, Multi-Species Conservation Program (MSCP), has a requirement for the installation of approximately 150 utility poles along a 10.5 mile stretch in and around Topock Marsh, in Mohave County, Arizona.
This requirement will be issued as a 100% small business set-aside.
The North American Industry Classification System (NAICS) Code assigned to this project is 237130, Power and Communication Line and Related Structures Construction with a corresponding small business size standard of $45M.
The magnitude of this construction project is estimated to be between $1,000,000.00 and $5,000,000.00.
This requirement will be solicited and awarded using the methos outlined in FAR Part 36, Construction Contracts and FAR Part 15 Contracting by Negotiation. The Government contemplates award of one firm fixed price contract.
Site Visi is scheduled for January 29, 2025, at 12:30 p.m., Arizona Time. Please read entire solicitation for complete details.
Registrations: In order to be awarded a contract an offeror must be registered and active in the System for Award Management (SAM), http://www.sam.gov, at time of proposal submittal and have completed Online Representations and Certifications.

Background
The U.S. Department of the Interior (DOI), Bureau of Reclamation (Reclamation), Lower Colorado Basin, Multi-Species Conservation Program (MSCP), has a requirement for the installation of approximately 150 utility poles along a 10.5 mile stretch in and around Topock Marsh, in Mohave County, Arizona.
This project aims to enhance infrastructure related to power distribution in the area. The solicitation is set aside for small businesses, with an estimated project magnitude between $1,000,000 and $5,000,000.

Work Details
The contractor will be responsible for the installation of utility power poles and associated appurtenances. Specific tasks include:
- Mobilization and preparatory work at the site.
- Installation of Class 4, 35-foot poles and appurtenances.
- Installation of Class H4, 50-foot ductile poles and appurtenances.
- Installation of Class 1, 50-foot ductile poles and appurtenances (112 units).
- Installation of two 3-phase pad-mounted transformers and one 1-phase pad-mounted transformer.
- Installation of a 3-phase 25KVA pole-mounted transformer bank (bank of 3).
- Testing and energizing of service connections to existing infrastructure.

Period of Performance
The contractor shall begin performance within 14 calendar days after receiving the award and complete it within 240 calendar days.

Place of Performance
The construction projects will be performed in and around Topock Marsh, Mohave County, Arizona.
