Y - Construction Manager as Constructor (CMc) Services for the Modernization and Expansion of the Calexico West Land Port of Entry Phase 2A, Calexico, California

Purpose:

The purpose of this pre-solicitation notice is to formally announce the General Services Administration (GSA), Public Buildings Service (PBS), Design and Construction Division has a requirement to procure the services of a Construction Manager as Constructor (herein referred to as CMc) to successfully complete Phase 2A of the Modernization and Expansion of the Calexico West Land Port of Entry in Calexico, California. The CMc Scope of Work includes all labor and materials required to provide Architectural, Engineering, Construction, and other related services necessary to successfully complete the project in compliance with all applicable codes. Given the size, complexity, uniqueness, and overall importance nationally and locally, the CMc contractor must have the capability and experience to meet all of the GSA's contract requirements.

Project Description:

The Calexico West Land Port of Entry is one of the busiest crossings on the southern border. The space required for modern inspection technologies is insufficient and the ability of the Federal inspection agencies to accomplish its rapidly changing mission is compromised by the existing facilities. When completed, the project will provide proper operational space for port operations, with reduced traffic congestion and a safe environment for land port of entry staff and general public.

The overall project involves construction of new pedestrian and privately-owned vehicle (POV) non-commercial inspection facilities, expanding the port onto the site to the west of the current port. The downtown Calexico port is the principal gateway between California's Imperial Valley and the Mexican State of Baja California. On average, over 16,000 privately operated vehicles and 20,000 pedestrians enter the United States through this port. The existing facilities are undersized for today's traffic loads and obsolete in terms of inspection, staff safety and border security. Presently, two to three hour POV and pedestrian inspection delays cause significant impact to the Imperial Valley economy.

The land port's existing structures will be replaced by three (3) buildings totaling 106,605 gross square feet. The project will be implemented in three (3) phases. Phase 1 Construction was completed in 2018 providing a Head House, ten (10) of the project's sixteen planned (16) northbound POV inspection lanes; including Primary and Secondary inspection canopies; southbound POV inspection lanes with temporary asphalt paving; and a bridge across the New River for southbound POV traffic.

This notice is for Phase 2A which includes selective demolition and modification of existing areas to allow the construction of the Phase 2A project including the following:

A new Administration building with a sky bridge connecting to the existing Head House; five (5) permanent southbound POV non-commercial inspection lanes, inspection islands, booths, canopies and permanent concrete paving; a preprimary inspection canopy for the northbound POV lanes heading into the United States; six (6) new POV northbound inspection lanes including, inspection islands, booths, canopies and concrete paving, and expanding the secondary POV inspection area; a new employee parking structure (approximately 260 spaces) adjacent to southbound inspection that includes an underground pedestrian tunnel from the parking structure under the southbound lanes; provision of a new underground pedestrian and utility tunnel that crosses below Union Pacific Rail Road tracks allowing employees to travel from the Administration building to a future Pedestrian building; and extension of utilities for future Pedestrian building project.

Subject to future funding, Phase 2B includes renovation of the historic Customs House, erection of temporary facilities to maintain port pedestrian operations, and rerouting of the pedestrian crossing to the temporary pedestrian processing buildings. Demolition and abatement of the current Customs building built in 1974 and other structures as needed to allow construction of a new Pedestrian Processing building. Phase 2B construction also includes site work, erecting a canopy covering pedestrians entering the United States and connection to an underground pedestrian tunnel for Government employees.

The Guaranteed Maximum Price (GMP) for this Phase 2A construction project is to not exceed $150,000,000.00. The NAICS Code for this procurement is 236220. The CMc will be competitively chosen using Source Selection Procedures in accordance with FAR Part 15.

The period of performance for the Phase 2A project is estimated to be forty-two (42) months after the issuance of the Notice to Proceed by the GSA Contracting Officer.

The project delivery method being used is the CMc. GSA intends to award a contract for Design Phase Services with an option for Construction Phase Work. Design Phase Services consists of constructive input by the CMc on the Contract Documents, including but not limited to constructability, value engineering, construction sequencing, and Estimated Cost of Work and is anticipated to commence upon award of the contract by end of September 2019. CMc services are expected to be delivered in an integrated fashion with the project team including GSA, the Design Architect/ Engineer and Federal inspection agencies served by this project. The Optional Construction Phase Work is anticipated to commence on or about March 2020.

Acquisition Strategy: This procurement is a competitive acquisition, source selection using the best-value trade-off where technical/management factors are significantly more important than price and price related factors. The Request For Proposal (RFP)will ultimately result in an award of a GMP Contract. This procurement will be advertised for Full & Open Competition. This source selection is based on FAR Part 15.3 and GSAM.

Due to the secure nature of the Land Port of Entry facility, contractors that submit the following documents will have access to the Specification and Drawings by electronic media.

The request to receive access to the Specifications and Drawings must be accompanied with the following documents:

1. Proof that the requesting firm is registered in the System for Award Management (SAM) (www.sam.gov) and is in Active Status

2. Completion of the attached Document Security Notice to Prospective Bidders/Offerors.

3. Proof of the Offeror's ability to provide bonding capacity of $150,000,000.00 in the form of a letter from a surety.

The RFP will be issued on or about May 17, 2019. It is anticipated that the proposals will be due on or about July 11, 2019 at 4:00 p.m. (local San Francisco time). The Pre-Proposal Conference will be held on or about May 29, 2019 at 10:00 a.m. at the following location: Camarena Memorial Library, 850 Encinas Avenue, Calexico, CA with a site walk of the project area.
