Source Sought Notice The U.S. Department of Veterans Affairs Seeks Expressions of Interest for a Construction Design-Build Contract for Phase Three (3) of the National Memorial Cemetery of Arizona. Project Description VA has a requirement to develop approximately 26,400 gravesites as Phase 3 of the National Cemetery. The Design-Build/Contractor (D/B) shall provide all labor, material, supervision, equipment, travel and performance of work in accordance with this Request for Proposal (RFP) in accordance with the terms and conditions of the awarded contract. All Architect/Engineer (A/E) Services required in this RFP shall be performed by licensed Architects and Engineers registered in the State/Territory/Other of this project. The purpose of this project is to enable an existing national cemetery to continue to provide burial services for eligible veterans in central Arizona. This proposed development will provide an additional 10 years of continued burial service to an estimated veteran population of approximately 314,100 who has been served by the National Memorial Cemetery of Arizona since it opened in 1979. NCA is projecting July 2022 for gravesite depletion for all burial options. This project will provide an additional 10-year gravesite inventory and extend full cemetery burial capacity until FY 2033. In accordance with the master plan for the entire 225-acre site, this project will develop approximately 25 acres of the remaining 104 undeveloped acres remaining at the National Memorial Cemetery of Arizona. This project will comprise the third construction phase of cemetery development, and will primarily include the construction of additional burial facilities intended to provide 10 years of service on existing, undeveloped land. The remainder of the site will be developed in future 10-year phased projects. Since this is an existing cemetery, only those facilities and infrastructure elements necessary to support the added maintenance, operations, and burial capacity for approximately 10 years will comprise this phase of construction. Identified as Phase 2 in the 2016 Master Plan for the 104-acre expansion, this investment will develop approximately 25 acres of undeveloped land to provide approximately 26,400 gravesites, including both casket and cremation sites in new burial sections. Also included in this project is the construction of an Honor Guard Building, an expansion/renovation of the existing Administration Building, improvements to the Maintenance Area, and security enhancements at the cemetery entrance. This project will also include an evaluation of the existing structures and accomplish and retrofit/incorporate Guiding Principles for High Performance and Sustainable Buildings and Renewable Energy Initiatives as required. Additionally, any FCA condition D or F corrections will be incorporated onto this project as required. The approximate project duration will be 1,274 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) is 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $36.5 Million. CFM intends to conduct this acquisition in accordance with Subpart 36.3, Two-Phase Design-Build Selection Procedures. Sources Sought Notice This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Firms interested in submitting their capabilities for this project must include the following information in the cover letter/introduction: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status, and (3) Bonding capacity (from surety). Please limit responses to fifteen (15) pages. The Contractor capability statement shall include, but not be limited, to the following: 1) Design Build Experience: Provide at least three (3) projects demonstrating previous experience performing master planning and design-build projects with a value of at least $20,000,000. 2) Corporate Experience: Provide at least three (3) projects in the past five (5) years that demonstrate experience with National Cemetery design and construction experience. If no National Cemetery experience, provide at least three (3) projects with similar scopes of work including other cemeteries and/or large scale site development projects such as regional parks or golf courses that contains, at minimum, an administration building, maintenance building, public restrooms, roads, mass and fine grading, utilities, drainage and stormwater management, landscape, and irrigation. 3) Capability to perform: Provide a potential team composition for this type of project and the associated tasks and responsibilities for each team member. Provide a list of current projects and how this project will be managed. Provide evidence of bonding capability up to the estimated range of $20M to $50M. All information concerning this requirement will be posted only on the Federal Business Opportunities website (https://www.fbo.gov). At this time, no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION PACKAGE. Industry Day CFM intends to conduct an Industry Day to reach out to potential contractors for this requirement. It is anticipated that this Industry Day will be held in Phoenix, AZ, on August 17, 2017. An amendment to this posting will be posted on FBO.gov to provide further details on the Industry Day. This event will provide background and more specific information on the project. This Industry Day Forum will be used for market research to give CFM the opportunity to engage with contractors to determine overall interest in the project, experience with cemetery design-build construction, capacity to successfully accomplish the work, and small business participation.
