A. Purpose of Notice: To obtain a source list of interested/capable contractors to aid in market research, establishment of a method of procurement, basis for award, and or other procurement information useful to the Government s requirement.
1. If you responded to the earlier Sources Sought Notice 140R1022R0005 issued in January 2022, a response to this notice is not required.
2. If you responded to the early Sources Sought Notice 140R1022R0005 issued in March of 2022, a response to this notice is not required.
B. Project Title: Cle Elum Dam Fish Passage Facility Adult Facility, Yakima River Basin Water Enhancement Project, Washington
C. Work is located at approximately 8 miles northwest of Cle Elum, WA in Kittitas County.
D. The Bureau of Reclamation (Reclamation) is conducting market research for the Cle Elum Dam Fish Passage Facility Adult Facility construction. Principal components of the work include earthwork, cast-in-place concrete, and miscellaneous metalwork features.
E. Estimated period of performance: Fiscal Year 2023 through Fiscal Year 2025
F. Estimated Order of Magnitude: Between $50,000,000 and $55,000,000
G. Estimated NAICS: 237990 Other Heavy and Civil Engineering Construction
H. Estimated Size Standard: $39.5 Million
I. Estimated Contract Type: Firm Fixed Price (FFP) Construction
J. Estimated Principal Components of work to be performed includes the following:
A. Adult Collection Facility Phase 1:
1. Excavation Support.
2. Reinforced Concrete Fish Ladder
3. Fish screens and intake pipes
4. Miscellaneous metalwork fabrications
5. Earthwork.
B. Splitter Wall (Optional)
1. Stilling Basin Floor Concrete Repair.
2. Reinforced Concrete Work
K. The intent of this notice is to identify potential interested offerors for the Cle Elum Dam Fish Passage Facility Adult Facility Yakima River Basin Water Enhancement Project. Reclamation is seeking qualified, experienced firm capable of providing the labor, equipment, and materials necessary to accomplish the Principal Components of Work identified above and as identified within the project specifications and drawings (specifications and drawings are not available at this time). Interested offerors are invited to submit the following information:
1. Statement of interest as a prime and/or subcontractor.
2. Construction bonding level, aggregate and per contract.
3. Point of contact information.
4. Size status and/or SBA certification program for NAICS 237990 Other Heavy and Civil Engineering Construction.
5. Firm s capability to successfully manage complex requirements.
6. Recent projects similar in size, scope, and or magnitude for the principle components of work in paragraph J. of this Sources Sought Notice.
L. Responses to this Sources Sought are due No Later Than 5:00 PM MT on Friday, January 13, 2023.
