BGNDRF Facility Treatment Expansion Design Build   4

Background
The Bureau of Reclamation, Upper Colorado Region, has a requirement for a Two-Phase Design-Build project to expand a facility to remove perfluoroalkyl and polyfluoroalkyl substances (PFAS) compounds recently discovered in groundwater well source water. The Bureau was created in 1902 to develop water projects that would store and transport water to the arid lands of the Western United States. The Bureau now spans 17 western states, divided into 5 regions. Within the Upper Colorado Region, the Albuquerque Area Office (AAO) is one of the largest in Reclamation, reaching from the Alamosa area of southern Colorado through most of New Mexico and into west Texas. The AAO manages water delivery on the Rio Grande, Rio Chama, Pecos and Canadian rivers. The 2001 Desalination Act directed Reclamation, in cooperation with Sandia National Laboratories, to plan for a desalination research and development facility in the Tularosa Basin of New Mexico. The facility is called the Brackish Groundwater National Research and Development Facility (BGNDRF).

Work Details
The project is to be designed and constructed in two phases, using a traditional design-build delivery method. In this contract, traditional design-build refers to construction delivery method that provides owners with a single point of contact for both the design and construction phases of a project.

Design Phase: Collect design data and investigations as needed, prepare designs for all required project infrastructure targeted to the stipulated construction budget, and develop a final price proposal, targeted to the project budget, in consultation with Reclamation and Project stakeholders to complete designs, specifications and construct the PFAS expansion tasks.

Construction Phase: Complete construction tasks, including the new Treatment Building, covered outdoor equipment pad, outdoor raw water flow equalization tanks, outdoor raw water pumping systems, yard piping and stormwater improvements, and paved access to new Treatment Building and surrounding improvements.

Period of Performance
The anticipated period of performance is for two years or 24 months.

Place of Performance
The Brackish Groundwater National Desalination Research Facility (BGNDRF) site at 500 Lavelle Road in Alamogordo, New Mexico in Otero County.
