Background
The Bureau of Reclamation (Reclamation), Missouri Basin (MB) Region – Regional Office desires to engage the water supply industry to provide a clear, concise, fair, and reasonable approach to the procurement strategy regarding construction of Arkansas Valley Conduit (AVC) Injection site and future Arkansas Valley Conduit procurements. The AVC is a major infrastructure project that upon completion will convey a reliable municipal and industrial water supply from Pueblo Reservoir to 40 communities serving a projected future population of 50,000 people in southeastern Colorado. The service area includes water providers in Bent, Crowley, Kiowa, Otero, Prowers, and Pueblo counties. When completed, the AVC will supply as much as 7,500 acre-feet annually to these communities.

Work Details
The purpose of this Industry Day Notice and the Industry Day itself is to gather industry information from interested parties as part of Reclamation’s collaborative planning process for procurement of the AVC Injection site and future projects. The brief estimated schedule for the BOR planned procurement strategy for this project includes pre-solicitation with Sources Sought and RFI/Industry Day details issued in April 2023, Industry Day in Pueblo in May 2023, Q&A posting in May 2023, Synopsis to Industry of Upcoming Solicitation for AVC Injection Site projected to be posted in June 2023, Request for Proposal (RFP) projected to be issued in July 2023, Project Award and Notice to Proceed Issued projected for December 2023.
