SOLICITATION NOTICE
Construction of a 60 cfs pumping station
This requirement is issued unrestricted.
The North American Industry Classification System (NAICS) Code assigned to this project is 237990, Other Heavy and Civil Engineering Construction with a corresponding small business size standard of $45M.
The magnitude of this construction project is estimated to be between $10,000,000.00 and $15,000,000.00.
This requirement will be solicited and awarded using the methos outlined in FAR Part 36, Construction Contracts and FAR Part 15 Contracting by Negotiation. The Government contemplates award of one firm fixed price contract.
Registrations: In order to be awarded a contract an offeror must be registered and active in the System for Award Management (SAM), http://www.sam.gov, at time of proposal submittal and have completed Online Representations and Certifications.

Background
The U.S. Department of the Interior, Bureau of Reclamation, Interior Region 8: Lower Colorado Basin (LCB) has a requirement for the construction of a 60 cfs pumping station located at Topock Marsh Fire Break Canal, within the Havasu National Wildlife Refuge, Mohave County, Arizona.

This project aims to enhance water management and conservation efforts in the region. The estimated magnitude of this construction project is between $10,000,000.00 and $15,000,000.00.

Work Details
The principal components for the pumping plant include:
- Installation of an Archimedes Screw Pump;
- Construction of a concrete structure for the pumping plant;
- Pile driving;
- Installation of slide gates;
- Dewatering operations;
- Electrical system setup;
- SCADA (Supervisory Control and Data Acquisition) system implementation;
- Construction of an access road.

Additionally, modifications to the Fire Break Canal Outlet will involve:
- Installation of a solar power electrical system;
- Construction of a concrete slab;
- Installation of a chain link fence;
- Removal of manual slide gate actuators to be replaced with motor-controlled slide gate actuators.

Period of Performance
The contractor shall begin performance within 14 calendar days and complete it within 365 calendar days after receiving award notice to proceed.

Place of Performance
Topock Marsh Fire Break Canal, within the Havasu National Wildlife Refuge, Mohave County, Arizona.
