This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

This notice is being issued as Request for Quotations (RFQ) under solicitation number 80GRC024R0013 for Xenon Gas Reprocessing.

The provisions and clauses in the RFQ are those in effect through FAC-2024-05.

The NAICS Code and Size Standard are 325120 and 1200, respectively. The offeror shall state in their offer their size status for this acquisition.

All responsible sources may submit an offer which shall be considered by the agency.

The Government is soliciting a five-year Xenon Reprocessing IDIQ contract to perform the shipping, handling, and processing of recovered xenon gas mixture. During the contract period, the Government expects to require processing of approximately 500,000 liters of recovered xenon, with the amounts varying based on test schedule.

The period of performance for this effort is five (5) years including one (1) base year and four (4) option years.

The Government plans to award one (1) contract not to exceed a total of $5,000,000.00 over the life of the contract. The Government's obligation to make the award is contingent upon the availability of appropriated funds from which payments can be made and the receipt of quotes that NASA determines are acceptable.

Delivery shall be free on board (FOB) Destination.

Electronic submission of offers for the requirements identified in the Xenon Reprocessing Specifications attachment are due by July 31, 2024, 4:30 PM Eastern Time via email to both audrey.r.gonzalez@nasa.gov and eric.a.dilisi@nasa.gov. Offers must include solicitation number, FOB destination to this center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. This posting, in addition to any attached documents, will be available on www.sam.gov.

Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any).

Prospective offerors are encouraged to notify this office of their intent to submit an offer. All contractual and technical questions must be submitted electronically via email to both audrey.r.gonzalez@nasa.gov and eric.a.dilisi@nasa.gov not later than July 17, 2024, 4:30 PM Eastern Time. Telephone questions will not be accepted.

The Government is not responsible for any failure attributable to the transmission or receipt of documents submitted using electronic means, including the missing of any established deadlines.

Failure to submit a complete electronic quote by the due date and time specified for this RFQ shall result in the quote being considered late, and shall be handled in accordance with FAR 52.212-1 Instructions to Offerors - Commercial Items (SEP 2023).
