Original Notice:

The United States Securities and Exchange Commission (SEC), 100 F Street, NE, Washington, DC 20549, intends to procure a subscription for a web-based research platform that provides access to a database of XBRL and other interactive and non-interactive data from public filings submitted to the SEC for 40 users.

NOTE: All offerors must have an active registration in the System for Award Management (www.sam.gov) in order to submit a quote for this procurement. The SEC has a preference for a Commercial-off-the-Shelf (COTS) subscription. The SEC is not seeking a subscription that requires development. Please refer to the attached Combined Synopsis Solicitation document for complete information and instructions for responding to this solicitation and accompanying solicitation attachments.

The North American Industry Classification System (NAICS) code for this acquisition is 519290 and the small business size standard is 1,000 employees. This combined synopsis/solicitation is issued unrestricted.

Background
The United States Securities and Exchange Commission (SEC) is seeking to procure a subscription for a web-based research platform that provides access to a database of XBRL and other interactive and non-interactive data from public filings submitted to the SEC. This platform will support 40 users and is intended to enhance the SEC's ability to analyze financial data from public filings. The SEC prefers a Commercial-off-the-Shelf (COTS) solution that does not require development.

Work Details
The contractor shall provide a web-based financial data research platform capable of performing advanced searches and data analysis on financial filings submitted in XBRL format and other formats. The platform must include:

1. Time series company financial data, including both reported and restated figures.
2. Standardized financial metrics with traceability to source documents.
3. XBRL tags corrected for errors and inconsistencies, traceable to original filings.
4. Parsed footnotes and disclosures from, at a minimum, 8-Ks, 10-Qs, and 10-Ks, categorized by topic.
5. Standardized data from earnings releases and other non-XBRL sources, such as Proxy filings.
6. Raw XBRL data.

Functionality requirements include:

1. Financial data searches for supplied search terms such as company name.

Period of Performance
The contract includes a Base Year from September 27, 2025, to September 26, 2026, with four option years extending through September 26, 2030.

Place of Performance
The services will be performed at the SEC headquarters located at 100 F Street NE, Washington, DC.
