THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR
QUOTES/PROPOSALS OR AN INVITATION TO BID.

In accordance with Federal Acquisition Regulation (FAR) 10.002(b), this Sources Sought Notice is for market research and information purposes only at this time and shall not be construed as a solicitation or as an obligation. This notice is to determine the availability of small businesses to provide the required services.

Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) requires sources that are interested and capable to perform on-site preventative maintenance, repairs, troubleshooting, and reports for a multitude of Vacuums, Dehumidifiers, Air Compressors and Dust Collectors, per Draft Performance Work Statement (PWS) specifications.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance and the small business size standard is $12.5 million. The Product Service Code is J049 -Maint/Repair/Rebuild Of Equipment-Maintenance and Repair Shop Equipment.

This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred.
If your organization has the capability of performing these services, please provide the following information:

2. Tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.

To be evaluated for technical merit and capability, statements must be received by the stated deadline. In determining whether to compete this requirement, the Government has sole discretion.

Background
The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is a US Navy regional industrial center located on the island of Oahu, Hawaii. Its mission is to maintain, overhaul, and repair various vessels of the US Navy, providing a wide range of services and resources to support class and J class submarines, surface vessels, and shore-based activities in the Pacific.

To fulfill its operational requirements, PHNSY & IMF requires sound functioning equipment that necessitates regular maintenance and repairs.

Work Details
The contractor will be responsible for on-site preventative maintenance, repairs, troubleshooting, and reporting for various equipment including:
- LQ 500 Industrial Vacuums (up to 22 services)
- Hurricane Industrial Dehumidifiers (up to 50 services)
- Hurricane Air Compressors (up to 2 services)
- Dust Collectors (up to 40 services)
- Quiet Cube Vacuums (up to 40 services)
- Vessel Vacuum (up to 24 services).

Maintenance tasks include operational system checks, installation of minor and major maintenance kits, fluid checks and replacements, adjustments of worn belts and filters, inspection of cooling coils and condensers, lubrication of systems and parts, identification of worn or broken parts, conducting preventive maintenance checks as per technical manuals, and performing minor repairs.

Troubleshooting will involve responding to equipment failures within specified timeframes, providing technical support for failing equipment, inspecting parts for wear or damage, recommending replacements as necessary, obtaining authorization for repairs not covered by warranty, ensuring all work is performed by certified personnel according to industry standards, and maintaining logs of serviced equipment with reports submitted within specified timelines.

The contract is structured for one base year with four option periods.
