36C25725Q0636 Sources Sought Notice DESCRIPTION This is a source(s) sought notice for information purposes only and it is not a solicitation announcement or an obligation or commitment by the Government. This notice is intended strictly for market research. The Department of Veterans Affairs - Network Contracting Office 17 is seeking information in response to this Sources Sought Notice for market research purposes only. Interested Service- Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, Small Business Administration Section 8a, Women-Owned, and other socio-economically disadvantaged small businesses who believe they possess the experience and qualifications to successfully perform the scope of work described below are encouraged to respond in order for us to make a set-aside determination. Any business size entity may respond to this sources sought notice. Responses are being sought from qualified businesses capable of providing the required supplies And/or services outlined below. The anticipated North American Industry Classification System (NAICS) code for the work is 493110, General Warehousing and Storage with a small business size standard of $34M. See below for summary of the requested items. Summary of Project Scope The Department of Veterans Affairs - Network Contracting Office 17 is seeking (brand-name or equal) suitable storage of the Siemens MRI MAGNETOM Sola System, requiring a CRYO farm to maintain both temperature and helium levels for the MRI magnet. These supplies/services are intended for use by the VA Outpatient Clinic located in Fort Worth, TX, which is part of the VA North Texas Healthcare System (VANTHCS) located at 2201 SE Loop 820 Fort Worth, Texas 76119. Please refer to the draft Statement of Work below for additional details. Interested Parties Potential candidates having the capabilities necessary to provide the stated supplies at a fair and reasonable price are invited to respond to this Sources Sought Notice via email to Contract Specialist Romya Turner at Romya.turner@va.gov, no later than June 11th, 2025, 11:00 AM CST. No telephone inquiries will be accepted. All responses to this notice should provide the following information: 1. Company name, address, SAM UEI number, point of contact name, phone number and email address. 2. Business size and representation(s) of the company (i.e., Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Hubzone, Woman Owned Small Business (WOSB), Large Business, etc.) 3. If SDVOSB or VOSB, can business comply with clause VAAR 852.219-75 - VA NOTICE OF LIMITATIONS ON SUBCONTRACTING CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (JAN 2023) (DEVIATION) in fulfilling the requirements within the draft Statement of Work? 4. There is no solicitation available at this time. /END OF NOTICE/ DRAFT Statement of Work Statement of Work (SOW) General: The contractor shall provide all services required for storage of a Siemens MRI to be later moved to the VA Outpatient Clinic located in Fort Worth, TX, which is part of the VA North Texas Healthcare System (VANTHCS). The Siemens MRI MAGNETOM Sola System is slated for delivery and install at the Fort Worth Outpatient Clinic. Due to construction delays, there is a need for suitable storage of the MRI system, requiring a CRYO farm to maintain both temperature and helium levels for the MRI magnet. A base period of 6 months will be required for storage, and two option periods of 6 months each will be requested in the event that construction continues longer than expected. Place of Performance: A contracted storage facility with CRYO farm ability within a 50-mile radius of the Fort Worth VA Outpatient Clinic (FWVAOPC): Department of Veterans Affairs Fort Worth VA Outpatient Clinic DRAFT 2201 SE Loop 820 Fort Worth, Texas 76119 Description of Work: The contractor shall provide all required service including rigging, storage, and transportation for the Siemens MAGNETOM Sola MRI System. All services performed shall be in accordance with the original equipment manufacturer (OEM) specifications. Contractor personnel must be licensed and trained to work on the equipment. Reference below for equipment type and the required service: Equipment Description: Service Contract: MRI Climate-Controlled Storage Siemens MAGNETOM Sola 1.5T MRI System Design: 70 cm Open Bore System Length: 157 cm, cover to cover Weight: 4.2 tons Service Coverage: Siemens MAGNETOM Sola Rigging to Offload Magnet at Climate-Controlled Storage Location CRYO Farm Storage with Remote Monitoring Maintaining temperature and helium levels of MRI superconducting magnet within the ranges needed to prevent damage of the magnet. A CRYO farm is a specialized mechanical device that attaches to the MRI. It feeds/pumps the MRI with helium to maintain required temperature for the superconducting magnet. It is designed for storage of MRI modalities, utilizing extremely low temperatures to preserve equipment and components. A CRYO farm primarily serves to maintain the superconducting magnets with liquid helium and the other temperature-sensitive components within a temperature-controlled environment. Rigging to Load Out Magnet from Climate-Controlled Storage Location Transportation of MRI from Climate-Controlled Storage Location to Ft. Worth VA Outpatient Clinic Rigging to Offload MRI into its installation placement at FWVAOPC. The rigging will include all required services needed to receive the MRI at the storage facility as well as offload the MRI at the FWVAOPC.
