VETERANS AFFAIRS SEEKING SPACE FOR CLINICAL USE Venango County, PA | Pre-Solicitation Synopsis The U.S. Department of Veterans Affairs Seeks Interest for 15,011 Rentable/11,119 Net Usable Square Feet of Community Based Outpatient Clinic Space in Venango County, PA. Notice: This is a pre-solicitation notice for solicitation number 36C24421R0004, lease number 36C24421L0002. The Government expects to release a full and open competition Request for Lease Proposals (RLP) within the next 30 days. A solicitation does not exist at this time. The Government will not pay for any costs incurred by potential vendors or others because of this advertisement. Description of Requirement: On behalf of the Erie VA Medical Center, Erie, PA, Network Contracting Office 4 (NCO4) intends to solicit for up to 11,119 Net Usable Square Feet (NUSF) of leased space for a Community Based Outpatient Clinic (CBOC) located within the delineated area identified below. Space requirements include a contiguous space all on the first floor compliant with ABAAS (Architectural Barriers Act Accessibility Standard), meeting VA Guidelines for design, construction and security, and have 75 parking spaces. The preferred location will be located within close proximity of mass transit services. The space must accommodate PACT (Patient Aligned Care Team) space model BUILDING PROTOTYPES - Office of Construction & Facilities Management (va.gov) Attached please find an estimate of needed rooms/space. The anticipated lease will be a full-service lease to mean all utilities, security, telephone, janitorial and all-season landscape and snow removal are included in the rental cost. Lease Term: The anticipated lease term has a firm term of ten (10) years, and additional soft term of ten (10) years for a total lease term of 20 years. Soft meaning the Government can remain in the leased space in years 10-20 without the requirement to formally exercise options. Delineated Area: Within Venango County, PA. Map with defined boundaries is attached. The leased space must be in or abounding the delineated area. Additional Requirements: Space within the 100-year flood plain would only be considered if no space was available outside the 100-year flood plain. If applicable, historical property should be identified for consideration. If applicable, socioeconomic classification should be identified for consideration. Spaces may not be considered if they have the following features: Bifurcated sites, inclusive of parking. The following space configurations may not be considered: Space with atriums or other areas interrupting contiguous space, extremely long or narrow runs of space (more than twice as long as wide), irregularly shaped space configurations or other unusual building features adversely affecting usage. Offered space may not be considered if located near property with incompatible uses, including but not limited to the following uses: liquor establishments, treatment centers, correctional facilities, where firearms are sold/discharged, railroad tracks, or within flight paths. Space may not be considered where apartment space or other living quarters are located within the same building. Attention SDVOSB/VOSB: The NAICS Code for this procurement is 531120 Lessors of Nonresidential Buildings, and the small business size standard is $41.5 million. SDVOSB, VOSB, and Small Business firms are invited to provide information to confirm socio-economic status. SDVOSB and VOSB firms must be registered in VA s Vendor Information Pages (VIP) site at https://www.vip.vetbiz.va.gov/ All business concerns must have the technical skills and financial capabilities necessary to perform the stated requirements. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in the System for Award Management (SAM). Firms may obtain SAM information at https://www.sam.gov/SAM To be eligible for award, contractors must be registered in SAM. Registration is free and potential offerors are encouraged to visit the SAM website and register as soon as possible to avoid delays so that they may be considered for a contract award.
