Background
The U.S. Department of Veterans Affairs (VA) is issuing this Request for Proposals (RFP) under its Historic Reuse Program (HRP) authority, seeking qualified organizations to redevelop 11 historically significant buildings, including Building 1, at the Robley Rex VA medical campus in Louisville, Kentucky.

The HRP allows the VA to manage and outlease historic facilities while ensuring compliance with the National Historic Preservation Act (NHPA). The goal is to preserve these historic assets without requiring capital investment from the VA.

Work Details
The Selected Respondent will be responsible for:
- Redeveloping 11 historically significant buildings and four non-historically significant buildings on the site.
- Conducting due diligence regarding compliance with federal, state, and local government requirements, including fire safety, accessibility, zoning, and building codes.
- Ensuring that necessary permits and approvals can be obtained at no cost to the VA.
- Providing innovative solutions for preserving historic buildings while enabling productive use of the site.
- Meeting VA’s obligations under NHPA to protect and maintain the site post-renovation.
- Completing environmental assessments and complying with all applicable environmental laws and regulations.
- Coordinating with VA staff during a transition period before full vacation of the campus in late 2027.

Period of Performance
The contract will commence upon selection of the Respondent and will continue after the VA vacates the campus in late 2027. Specific timelines for redevelopment activities must account for this vacation date.

Bidder Requirements
Respondents must demonstrate experience in historic preservation projects and comply with environmental regulations such as NEPA and NHPA. They are also required to provide development-specific information for NEPA analysis and comply with any mitigation requirements identified during this process. Additionally, bidders should propose sustainable design practices that meet or exceed LEED Silver or equivalent certification.
