Description

Notice of Intent:
The Bureau of Land Management intends to solicit, negotiate and award a sole-source procurement (under FAR authority 6.302) to QXXLRBJJ2FB7 SOUTHERN CALIFORNIA EDISON COMPANY, 2244 Walnut Grove AVE, Rosemead, CA 91772-0001.
Background and Justification:
The vendor, Southern California Edison will provide a shelter, rack space, and tower space for three BLM repeaters.
Southern California Edison shall provide support to the Admin, Fire and Law Enforcement (LE) staffs supporting the Barstow resource area. The repeater and microwave systems provide coverage for all BLM field going staff. Services to be performed:

This synopsis does not constitute a solicitation, however all responsible sources who believe they can meet all of the requirements may submit a capability statement that demonstrates clear and convincing evidence of capability, addressing the points identified in paragraph (2) above.
If you believe you can provide the items or services requested, all responsible sources may submit a capability statement, which shall be considered by the agency, to the Contract Specialist Gabriel Lange glange@blm.gov referencing notice 0040649094 Frost Peak Comm Site and will be used for future purchases.
A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
Background
The Bureau of Land Management (BLM) California State Office Telecommunications program proposes to continue to renew service for the Barstow Field Office via its communication networks. These networks provide support to the Admin, Fire and Law Enforcement (LE) staffs supporting the Barstow resource area. The repeater and microwave systems provide coverage for all BLM field going staff. The vendor, Southern California Edison will provide a shelter, rack space, and tower space for three BLM repeaters.

Work Details
The BLM staff needs to reestablish a communications site lease at Frost Peak to support the California Desert District two-way radio and microwave infrastructure. The vendor will provide a secure place for the BLM owned equipment. Site must be in an enclosed facility away from the outside elements. Site must have lights and power receptacles in it. Site must meet or exceed MoFrostla R56 standards. The site must be capable of storing specific equipment and meet or exceed current coverage plot areas. The site must be secure and have 24-7 / 365 access. Site must have a tower capable of having specific equipment mounted to it with the appropriate mounting brackets. Site must not cause interference to any of the BLM’s equipment. The site must have the ability to expand for future equipment needs. Site must have a cable runway to neatly run coax up and down the tower. Cable run way must have cushions, snap in’s, or industry standard hangers to neatly route coax. The tower and all tower components must meet or exceed Motorola R56 standards. The tower must be able to be climbed by BLM or BLM contracted personnel. Site must have an ICE bridge or equivalent to run coax / heliax from the tower to the facility / vault. Site must be able to be accessed with a vehicle. Site must have a cable entry port capable of supporting specific types of cables. Site must have power connected to it (Power company / Solar / Generator / etc.). Site must have an internal cable runway. Site must have a keyed or combination access if it has alarm access, and the BLM needs 24-7 / 365 access to all gates that lead to the communication site.

Period of Performance
The performance period established for this contract is based upon all work being conducted during regular working hours between 8:00 am (PST) and 4:00 pm(PST), Monday through Friday, excluding government holidays.
