WWVH Government Property Relocation   2

Background
The National Institute of Standards and Technology (NIST) is seeking contractor support for the relocation and temporary storage of government property at the WWVH Radio Station located at the Pacific Missile Range Facility (PMRF) in Kekaha, Hawaii.

This project is part of an ongoing facility renovation, aimed at ensuring that the WWVH Radio Station can continue to serve as a synchronization source for radio-controlled clocks nationwide by relocating equipment and materials to facilitate construction work.

Work Details
The contractor will be responsible for:
1. Providing two (2) 20-foot unconditioned storage containers and one (1) 40-foot conditioned storage container.
2. Performing necessary site preparation, including shelving installation and a 208V electrical connection for the conditioned unit.
3. Supplying all labor, equipment, and coordination required to move government property from WWVH buildings B800, 800A, and surrounding grounds into the containers and returning it upon project completion.

The work includes managing the relocation process under the guidance of NIST staff.

Period of Performance
The contract will be performed over multiple periods: Base Scope from August 10, 2026, to August 9, 2027; Option Periods extending from August 10, 2027, to August 9, 2028; and further extensions until February 9, 2029.

Place of Performance
The geographic location for this project is the WWVH Radio Station at Building #800 WWVH Road, Barking Sands, Kekaha, HI 96752-0417.

Bidder Requirements
Bidders must meet specific requirements including:
- being a small business as this acquisition is a total small business set aside;
- having appropriate licenses for construction;
- providing performance bonds;
- ensuring compliance with safety qualifications;
- coordinating with NIST representatives throughout the project duration.
