Background
The West Virginia Army National Guard (WVARNG) is seeking to acquire commercial wireless voice and data capabilities through FirstNet Services, along with related equipment and support services. This acquisition is crucial for ensuring secure and reliable communication for first responders, particularly in low-bandwidth environments. The contract is justified under 10 U.S.C. 3406(c)(5), indicating that only one awardee can provide the required supplies or services at the necessary quality level due to their unique and specialized nature.

Work Details
The contract will encompass the following tasks and services:
- Provision of commercial wireless voice and data capabilities with FirstNet Services.
- Supply of related equipment necessary for the operation of these services.
- Delivery of support services to ensure functionality and reliability of the wireless communication systems.
- Access to the Nationwide Public Safety Broadband Network (NPSBN) which is critical for first responders during emergencies.
- Priority service provision for all wireless devices utilized by first responders, ensuring uninterrupted communication during federal and state-level disaster responses.

Period of Performance
The period of performance will not exceed sixty (60) months, consisting of a base period of twelve (12) months followed by four (4) option periods of twelve (12) months each.

Place of Performance
The contract will be performed within the United States, specifically supporting operations related to the West Virginia Army National Guard.
