Description

Background
The Marine Corps Installations West Regional Contracting Office awarded Contract M00681-26-P-0076 to VTS Aviation LLC on September 22, 2026, for adversary threat simulation services to support military aviation training. This contract was awarded under other than full and open competition due to unusual and compelling urgency as per 10 U.S.C. 3204(a)(2).

The contract aims to provide critical support for the WTI 1-27 course at Marine Corps Air Station Yuma, Arizona, which is essential for the training of Marine Corps aircrews.

Work Details
The contract provides high-fidelity foreign adversary rotary-wing and surrogate unmanned aerial system threat replication support for the WTI 1-27 course. The services include:
1. Execution of live-flight operations with rotary-wing aircraft (specifically Mi-24 HIND) and surrogate UAS during the WTI course.
2. Ensuring safe and effective air-to-air and air-to-ground training through detailed coordination with Marine Aviation Weapons and Tactics Squadron One (MAWTS-1).
3. Addressing immediate operational needs by providing irreplaceable live-threat elements necessary for the training evolution.
4. Limiting the scope strictly to essential services required for the four-week execution window from September 23, 2026, to October 24, 2026.

Period of Performance
September 23, 2026 – October 24, 2026 (approximately four weeks)

Place of Performance
Marine Corps Air Station Yuma, Arizona

Bidder Requirements
The contractor must have completed mandatory safety and tactical integration at the Mid-Planning Conference for WTI 1-27. Additionally, they must be capable of providing high-fidelity foreign adversary rotary-wing and UAS threat replication services within a strict operational timeline.

Incumbent Analysis (see Incumbents section for more detail)
The prior award M6739921P0016 was awarded to VTS Aviation for foreign adversary aircraft support to MAWTS-1 at MCAS Yuma (value $5,438,105; 01/10/21–01/09/26), including contractor-provided foreign adversary rotary-wing aircraft such as Mi-24 HIND and Mi-17 HIP used as realistic opposing forces during weapons and tactics course flight evolutions. The current effort (M00681-26-P-0076) similarly provides high-fidelity foreign adversary rotary-wing and surrogate UAS threat replication in support of the WTI 1-27 course at MCAS Yuma, including live-flight operations using Mi-24 HIND and coordination with MAWTS-1. This indicates a continuation of the same adversary threat simulation mission set at the same training location and with the same supporting organization.

The MCI-West Regional Contracting Office awarded Contract M00681-26-P-0076 to VTS Aviation LLC on 22 September 2026 in the amount of $527,834.44 for adversary threat simulation services in support of military aviation training.

The contract was awarded utilizing other than full and open competition pursuant to 10 U.S.C. 3204(a)(2), as implemented by Revolutionary FAR Overhaul (RFO) 6.103-2, Unusual and Compelling Urgency.

In accordance with RFO 6.301, the Government is making the approved Justification and Approval (J&A) publicly available following contract award.
