Description

The purpose of this contract is to provide written translation services for FEMA Region 10 disaster response operations under DR-4893-AK. Services include translating FEMA's English-language materials into Central Alaskan Yup'ik and other Alaskan Indigenous languages, proofreading and quality assurance, and document formatting.

Background
The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), is seeking to procure written translation services for Central Alaskan Yup’ik language to support disaster response and recovery operations in Alaska. This initiative is critical for ensuring effective communication between FEMA staff and non-English-speaking disaster survivors, particularly in areas affected by Typhoon Halong. The goal is to ensure that FEMA's communications are accessible, culturally appropriate, and compliant with federal regulations such as the Americans with Disabilities Act (ADA).

Work Details
The contractor will provide timely, accurate, and culturally appropriate translations of FEMA disaster-related materials, including public notices, recovery guidance, and other essential documents. These translations will enhance accessibility for Yup’ik-speaking disaster survivors and support FEMA's mission of equitable disaster response and recovery. The contractor must utilize a translation process that includes language panels to account for regional dialects and ensure quality assurance. The contractor must also have experience in language access services across Alaska and demonstrate a proven track record with federal, state, and tribal organizations.

Place of Performance
The services will be performed in Alaska, specifically targeting areas impacted by Typhoon Halong including the Northwest Arctic Borough, Lower Yukon Regional Education Attendance Area (REAA), Lower Kuskokwim REAA, and surrounding Tribal communities.
