The intent of this solicitation is to select one contractor for the WPAFB Warehousing and Shipping Support located at Wright Patterson Airforce Base, OH. The basis of award is the Best Value Trade-Off Process. The Contracting Officer will award a firm fixed price contract to the responsible offeror whom the Source Selection Authority (SSA) determines conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government, all factors considered. The Government reserves the right to accept other than the lowest priced offer or to reject all offers.

The Facility to be maintained includes approximately 24,000 square feet with an additional 14,000 square feet to be added in 2024 plus inventory management of approximately 155,000 items. Shipment of items include ITAR and hazardous materials. The warehouse shall support multiple Air Force Organizations and other customers to aid operational readiness and mission availability through the following logistical support services; inventory management of individual personal equipment utilizing the Special Warfare Branch Battlefield Airmen Rapid Refresh & Replenishment (BARs) software for property accountability. Utilizing the BARs software for the management/accountability of the gears for this effort is mandatory, receive, store, kit, package and ship individual personal equipment and maintain documentation and labeling for all items received and shipped.

Background
The solicitation is issued by the Air Force Life Cycle Management Center (AFLCMC) Special Warfare Branch, aimed at establishing a Special Warfare Distribution Center (SWDC) for the Battlefield Airmen Rapid Refresh & Replenishment (BARs) Program Office.

The goal of this contract is to provide logistical support services that enhance operational readiness and mission availability for multiple Air Force Command programs, as well as limited additional use by other Department of Defense (DoD) and U.S. Government entities.

Work Details
The contractor will be responsible for managing a facility of approximately 24,000 square feet, with an additional 14,000 square feet to be added in 2024.

Key tasks include:
- Inventory management of approximately 155,000 items using BARs software for property accountability.
- Receiving and inspecting shipments, including ITAR and hazardous materials.
- Kitting, packaging, and shipping individual personal equipment while maintaining documentation and labeling for all items received and shipped.
- Providing customer service and assistance to BARs PMO personnel during normal duty hours.
- Conducting monthly status report updates to the BARs program office detailing performance metrics such as fill rates and order fulfillment lead times.
- Ensuring compliance with security requirements including OPSEC training for all contractor employees.

Period of Performance
The period of performance is set from July 15, 2025, to July 14, 2030, consisting of one base year with four additional one-year option periods.

Place of Performance
The contract will be performed at Wright Patterson Airforce Base located at 4962 Riverton Rd, Dayton OH 45459.
