Description

Department of the Navy, Military Sealift Command (MSC) Ship Support and Services Division (N102) is executing a non-competitive second bridge contract action for MSC Worldwide Lubrication Program. The bridge contract would provide continuous lubricant products and services on a worldwide basis within specific time constraints defined by the contract. The Contractor provides products and services for MSC and USS Naval ships and any other Government owned or Government chartered vessels designated by MSC. Services under the scope of this contract include engineering support services (e.g. shipboard, technical, and training service calls).
Background
The Department of the Navy, Military Sealift Command (MSC) is executing a non-competitive second bridge contract action for the MSC Worldwide Lubrication Program. This contract aims to provide continuous lubricant products and services on a worldwide basis for MSC and USS Naval ships, as well as any other Government-owned or Government-chartered vessels designated by MSC. The goal is to ensure the availability and timely delivery of these products and services, which include engineering support services such as shipboard, technical, and training service calls.

Work Details
The contractor shall provide various lubricant products and related services under the following items:

1. **Base Period (CLIN 0001)**: Lot - Firm Fixed Price (FFP)
- Contractor shall provide products and services as per the rate table and Statement of Work (SOW). Estimated quantities are for estimating purposes only.
- FOB: Destination
- DoD unique identification or equivalent required.

2. **Six (6) Month Option (CLIN 0002)**: Lot - Firm Fixed Price (FFP)
- Similar requirements as CLIN 0001.
- FOB: Destination
- DoD unique identification or equivalent required.

**Minimum/Maximum Quantities**:
- Minimum guarantee of $3,500.00.
- Maximum ceiling of $38,304,954.00 over the five-year ordering period including all optional periods.

**Lubricant Supply Requirements**:
- Products must meet specific standards for various applications including:
- Diesel Engine Oils (mineral and synthetic)
- Marine Steam Turbine Oil (Group II high quality)
- Marine Gas Turbine Oil (meets MIL-PRF-23699F)
- Gear Oil (mineral and PAO synthetic)
- Hydraulic Fluid (mineral base and biodegradable ester-based)
- Compressor Oil for air and refrigerant compressors
- Greases meeting NLGI grades No. 00 through 04.

Period of Performance
Base Period from October 27, 2024, to April 26, 2025; Six Month Option from April 27, 2025, to October 26, 2025.

Place of Performance
Worldwide delivery to MSC ships, U.S. Navy ships, U.S. Coast Guard ships, and other designated Government vessels.
