Background
The Department of the Navy, Military Sealift Command (MSC) is issuing this Request for Proposal (RFP) for worldwide chemicals, foams, industrial gases, refrigerants, and incidental services. The Government is contracting not only for specific products and services but also for the delivery of these products and services on a worldwide basis within specific time constraints defined by the contract. Services under the scope of this contract include engineering support services (e.g. service calls, training, laboratory analysis), technical evaluation, and troubleshooting services.

Work Details
The Contractor shall provide worldwide chemical supplies and services including shipboard chemical treatment, foam testing, foam supply, foam disposal, industrial gases, and refrigerants. The contract includes specific products such as boiler chemical treatment, cooling water systems treatment, evaporator feed treatment systems, maintenance cleaners, fuel systems treatment, potable water systems treatment, gray waste and black waste water systems treatment, chemical cleaning products, injection/metering/dosing systems, meters and test kits. The contract also covers foam products such as fire fighting foam and refrigeration and industrial gases products. Additionally, the contract includes personnel requirements such as key personnel minimum qualifications and other personnel minimum qualifications. Program management staff requirements are also outlined along with other engineering services such as phase in/phase-out services, service calls, shoreside chemical elemental analysis, shoreside training,
empty oil drum disposal,
monthly vessel water chemistry log review and analysis. The contract also specifies management,
handling,
transportation and removal of manufacturer’s product requirements including return of factory sealed product.

Period of Performance
The period of performance for the contract is from April 28th 2023 to April 27th 2028.

Place of Performance
The place of performance is worldwide including specific locations such as CONUS (Continental United States), Hawaii,
Guam.
