Background
The U.S. Department of State (DOS), Office of the Procurement Executive, on behalf of the Bureau of Overseas Buildings Operations (OBO), anticipates awarding twelve indefinite delivery/indefinite quantity contracts to qualified architect/engineer firm-led teams (prime or joint venture) of licensed professionals to provide comprehensive architectural and engineering (A/E) services. At least three of the contracts will be set aside for qualified small businesses.

Work Details
The solicitation outlines the requirements for architectural and engineering (A/E) services, including the submission of portfolios, lead designer profiles and approaches, and a U.S. Person Statement of Qualifications. The A/E firms are required to demonstrate their ability to deliver a broad range of project types and how their design approach meets OBO’s goals.

The lead designer(s) must submit a biographical sketch, describe areas of responsibility, commitment to each project, and overall design philosophy. Additionally, they are required to submit a portfolio representative of their ability to deliver exemplary projects, detailing their participation in each project, design philosophy, salient features, client satisfaction, awards received, individual work responsibilities, innovative measures incorporated, and positive impact on communities served.
