The Government is not at this time seeking proposals. This is NOT a solicitation for proposals, proposal abstracts, or quotations.

The purpose of this notice is to obtain information regarding the availability and capability of qualified sources to perform a potential requirement. The sources sought respondents are advised that the Government will not pay for any information or costs incurred in response to this sources sought; all costs associated with responding to this sources sought will be solely at the interested party's expense. Not responding to this sources sought does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be issued via SAM.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement, if any.

The WTC Health Program, established under the James Zadroga 9/11 Health and Compensation Act of 2010, provides medical treatment, screening, and monitoring to 9/11 survivors and responders for specific health conditions linked to their exposure. To ensure effective service delivery, the Program requires a contractor to implement targeted outreach, education, and support services to eligible populations. This includes understanding the unique health challenges faced by survivors and responders, as well as the logistical and operational needs for timely and accurate service provision. The goal is to increase program participation, improve awareness of benefits, and ensure that all eligible individuals receive the care and monitoring necessary for conditions caused by the 9/11 attacks.

Also, please see the "Draft Performance Work Statement" for a more detailed description of the requirement. Please note, this is a draft version of the Performance Work Statement and is subject to change prior to release of any subsequent request for proposal.

Background
The World Trade Center (WTC) Health Program was established under the James Zadroga 9/11 Health and Compensation Act of 2010, which aims to provide medical treatment, screening, and monitoring to 9/11 survivors and responders for health conditions linked to their exposure.

The program is administered by the National Institute for Occupational Safety and Health (NIOSH), part of the Centers for Disease Control and Prevention (CDC), under the U.S. Department of Health and Human Services (HHS). The goal of this contract is to implement targeted outreach, education, and support services to increase program participation and improve awareness of benefits among eligible populations.

Work Details
The contractor will conduct Outreach and Education (O&E) activities aimed at increasing awareness of the WTC Health Program among underrepresented populations. Key tasks include:

1. Promoting overall awareness of the WTC Health Program within general and selected populations.
2. Educating these populations about program benefits, eligibility criteria, application processes, and other relevant information.
3. Encouraging eligible individuals to apply for enrollment in the program.
4. Providing application assistance to interested individuals.

The contractor should demonstrate expertise in designing and managing outreach campaigns with cultural sensitivity, utilizing a mixed-method approach for measuring success through trackable metrics.

June 1, 2025 to May 31, 2030

Place of Performance
New York metropolitan area (NYMA) and potentially other locations where eligible populations reside.
