The National Institute for Occupational Safety and Health (NIOSH) intends to competitively procure services for the establishment and operation of the World Trade Center Health Program (WTCHP) Clinical Centers of Excellence (CCEs) to provide services to the Responders and Survivors of the 9/11 attacks in a manner consistent with the requirements of the Zadroga Act. Cost-reimbursement contracts of at least five-years, up to eight-years, of performance are anticipated. It is anticipated that award will be made using a Best-Value Trade-Off approach.

The requirement is to provide limited health care delivery services that include:

  • Contract Management and Implementation Services
  • Quality Assurance Controls to prevent unauthorized services, and FWA
  • Member Services and Outreach to current members
  • Care Coordination and Case Management
  • Program Communications
  • Administering healthcare services (monitoring, screening, and treatment)
  • Coordination of benefits with OHI (for the survivor member category, only)
  • Collect clinical and operational data
  • Maintain up to date member records

No telephone or written requests for the solicitation will be accepted. Amendments to the solicitation, if issued, will be posted to the same website. After solicitation release, vendors should regularly access the website to ensure they have all of the amendments.
