Description

THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S (NOAA) SOUTHWEST FISHERIES SCIENCE CENTER, INTENDS TO NEGOTIATE AND AWARD A PURCHASE ORDER, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 6.103-1, WITH HUBBS-SEA WORLD RESEARCH INSTITUTE (HSWRI) TO PROVIDE WORKSHOP MEETING SUPPORT SERVICES TO BE DELIVERED/PERFORMED AT THE HSWRI FACILITY. NO SET ASIDE IS TO BE USED FOR THIS SOLE SOURCE REQUIREMENT. THE ASSOCIATED NAICS CODE IS 531120.

THE SOLE SOURCE DETERMINATION IS BASED ON NOAA'S REQUIREMENT THAT HUBBS-SEA WORLD RESEARCH INSTITUTE IS THE ONLY VENDOR THAT CAPABLE OF FULFILLING THE REQUIREMENT TO HOST THE SERIOLA WORKSHOP.

The SWFSC is planning to host the 5th Seriola Workshop. For a workshop focused on Seriola aquaculture, the success of this workshop requires a hands-on environment where attendees can tour a fully operational, large-scale aquaculture facility. Throughout the days of the workshop program, the goal is to share successful methods, compare day-to-day operations, and view specialized infrastructure in person. Without direct access to a functional, collaborative facility, a significant portion of the educational value of this workshop would be entirely lost.

For details reference the attached Justificaion for Other Than Full and Open competition.

PERIOD OF PERFORMANCE: DATE OF AWARD TO 2/8/2027.
