Description

The Contractor shall provide Workers Compensation Insurance coverage to all locally employed employees of U.S. Embassy Canberra. The price listed below shall include all labor, materials, insurance (see FAR 52.228-3 and 52.228-5), overhead, and profit. Contractor shall be licensed by or act on behalf of, the Australian Capital Territory workers' compensation authority and provide worker's compensation coverage as required in the Worker's Compensation Act 1951.
The contract will be for a one-year period from July 01, 2025, to June 30, 2026.
The Contractor shall possess all permits, licenses, and any other appointments required for the prosecution of work under this contract, all at no additional cost to the Government. The Contractor shall perform this contract in accordance with local laws. The Contractor is required to be an approved Workers Compensation Insurer under the Workers Compensation Act 1951.
The U.S. Mission in Australia promotes a safe and healthy workplace for employees and contractors by establishing a Safety, Health, and Environmental Management (SHEM) program and participating in the Return-to-Work Policy.

Background
The U.S. Embassy Canberra is seeking proposals for workers compensation insurance coverage for all locally employed staff (LES). The goal of this contract is to ensure that employees have access to necessary medical treatment and rehabilitation in accordance with the Australian Workers Compensation Act of 1951.

The U.S. Mission in Australia emphasizes the importance of a safe and healthy workplace through its Safety, Health, and Environmental Management (SHEM) program.

Work Details
The Contractor shall provide workers compensation insurance that includes:
- Weekly compensation payments based on pre-injury earnings
- Medical and hospital expenses
- Rehabilitation treatment
- Coverage for personal items lost or damaged in work-related accidents
- Lump sum payments for permanent injuries.

The Contractor is responsible for all aspects of planning, estimating, project management, scheduling, supervision, and inspection of work. They must maintain a reference library of technical works and local laws while treating employee information as highly sensitive. Insurance coverage extends to all locally employed staff at the U.S. Embassy Canberra, including those on temporary duty assignments within Australia. In case of workplace injuries, the insurer must establish an Injury Management Program that includes treatment, medical management practices, rehabilitation, retraining, and claims management systems. The Contractor must maintain administrative records for each covered employee and provide necessary claim forms to the Contracting Officer Representative (COR). All medical claims are to be submitted directly to the COR.
