Background
The Department of War Education Activity (DoWEA) is a federally operated school system that manages educational programs for over 65,000 children of active-duty military and DoW civilian families across 160 accredited schools.

The agency aims to enhance its Career Technical Education (CTE) program by introducing a work ethics-focused curriculum named 'Work Ethics First.' This curriculum is intended to empower students to make informed career choices, particularly in skilled trades, which are increasingly vital in the job market.

Work Details
The contract requires the development and delivery of a high school semester-long CTE curriculum focused on work ethics. Key components include:
1. Balancing the Career Narrative: Highlighting the dignity and demand for good-paying jobs in skilled trades as viable alternatives to university degrees.
2. Focusing on Character over Compliance: Emphasizing proactive work ethics as essential life skills, promoting gratitude for American freedoms and personal accountability as critical to career success.

The curriculum must be ready-to-use and proven effective, with resources that support educators in delivering the course. If digital components are included, the offeror must provide five student access codes and five instructor access codes for evaluation purposes.
