The United States Army Medical Research Acquisition Activity (USAMRAA), on behalf of the Defense Health Agency (DHA) TRICARE Overseas Program Office, has a requirement for program support services in support of the Women, Infants and Children (WIC) Overseas Program. The contractor shall manage and support approximately 39 WIC Overseas offices at all Outside the Continental United States (OCONUS) sites that provide resources and support to members of the Armed Forces, civilian employees, and Department of Defense (DoD) contractors living overseas and their family members with WIC Overseas (nutritional and health) benefits. Please see attached for the solicitation and solicitation documents.
The purpose of Amendment 0001 is to answer questions from potential offerors, as well as make additional revisions. Please see attached for additional information, as well as the specific revisions made. There are no other changes.

Background
The United States Army Medical Research Acquisition Activity (USAMRAA), on behalf of the Defense Health Agency (DHA) TRICARE Overseas Program Office, has a requirement for program support services in support of the Women, Infants and Children (WIC) Overseas Program. The contractor shall manage and support approximately 39 WIC Overseas offices at all Outside the Continental United States (OCONUS) sites that provide resources and support to members of the Armed Forces, civilian employees, and Department of Defense (DoD) contractors living overseas and their family members with WIC Overseas (nutritional and health) benefits.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform program support services to the WIC Overseas Program. The contractor shall manage the WIC Overseas offices at all OCONUS sites, manage the WIC Overseas drafts and account for Government funds, maintain an information infrastructure capable of supporting the WIC Overseas offices, and maintain and enhance the Participant Information Management System (PIMS). The services also include providing program support for all of the WIC Overseas offices to include marketing the program, providing nutrition education, screening participants to determine eligibility, executing the WIC Overseas drafts to include issuing, receiving and processing the drafts, providing technical support to maintain and enhance PIMS, providing logistical support services for all WIC Overseas offices including infrastructure and expedited items methodology.

Period of Performance
The period of performance will consist of a six (6) month Base Period with a 60 days transition-in period inclusive of the base period; four (4) twelve (12) month Option Periods; and one (1) six (6) month option period. The last option period will include a 60 days transition-out period.

Place of Performance
The geographic location(s) where the contract will be performed are all Outside the Continental United States (OCONUS) sites.
