This is a non-personal services contract to provide all labor, materials, services, equipment, supplies, power, accessories and facilities to upgrade propulsion control systems on the United States Coast Guard (USCG) 418' Maritime Security Cutter Large (WMSL) Class of USCG Cutters. Performance shall take place in Alameda, CA, Charleston, SC, and Honolulu, HI.

The USCG requires upgrades of propulsion control systems on USCG Cutters (USCGCs) BERTHOLF, WAESCHE, STRATTON, HAMILTON, JAMES, MUNRO, KIMBALL, MIDGETT, and STONE to align all propulsion control system hardware, software, firmware, and project data for the Main Propulsion Diesel Engines (MPDEs), Main Gas Turbine (MGT), Main and Combining Reduction Gearboxes (RGs), Controllable Pitch Propeller (CPP) System, and ancillary equipment with the as-delivered configuration on USCGCs CALHOUN, FRIEDMAN, and any follow-on vessels.

Background
This is a non-personal services contract issued by the United States Coast Guard (USCG) to provide all necessary labor, materials, services, equipment, supplies, power, accessories, and facilities for upgrading propulsion control systems on the USCG 418’ Maritime Security Cutter Large (WMSL) Class of Cutters.

The goal of this contract is to ensure that the propulsion control systems on various USCG Cutters align with the as-delivered configuration on specific vessels. The contract aims to enhance operational efficiency and reliability of the cutters' propulsion systems.

Work Details
The Contractor shall perform upgrades on the propulsion control systems for the following USCG Cutters: BERTHOLF, WAESCHE, STRATTON, HAMILTON, JAMES, MUNRO, KIMBALL, MIDGETT, and STONE.

The upgrades will involve aligning all hardware, software, firmware, and project data for Main Propulsion Diesel Engines (MPDEs), Main Gas Turbine (MGT), Main and Combining Reduction Gearboxes (RGs), Controllable Pitch Propeller (CPP) System, and ancillary equipment with configurations on USCGCs CALHOUN and FRIEDMAN. Specific tasks include:
1. Upgrading MGT Human Machine Interface (HMI).
2. Upgrading MPDE Governor Control System.
3. Upgrading MPDE Local Operating Panel (LOP).
4. Upgrading MCS-5 Operating System & Local Operating Station.
5. Installing ETB2 Exhaust Temperature Monitoring Box.
6. Implementing Woodward MOD Bus System.
7. Enhancing Fuel Oil Conditioning Module LOP.
8. Updating Gas Turbine Start Module LOP.
9. Improving RG LOP.
10. Providing Sea Trial Performance Support.
11. Delivering Operational Training.
12. Supplying Pre-Arrival and Post-Delivery Deliverables.

Period of Performance
The anticipated performance period for this requirement is from July 21, 2025 to July 20, 2030 with multiple ordering periods extending through this timeframe.

Place of Performance
The work will be performed at various locations including Alameda, CA; Charleston, SC; and Honolulu, HI.
