Notice of Intent: 1605C3-20-R-00001 OHR SmartBenefits program

The Department of Labor (DOL) intends to contract using other than full and open competition to provide SmartBenefits program for the Department of Labor National Office and the Mine Safety Health Administration (MSHA), in accordance with FAR 6.302-1, (Only one responsible source and no other supplies or services will satisfy agency requirements). Accordingly, the DOL intends to sole source this requirement to the Washington Metropolitan Area Transit Authority (WMATA), 600 5th St NW, Washington, DC, 20001-2610 for a base period of one year and four option years. Specifically, these services are essential to Office of Human Resources (OHR) mission to utilize WMATA's SmartBenefits program in the monthly distribution of transit subsidy benefits to employees.

This notice is not a formal solicitation. This is not considered as a Request for Quotation (RFQ). No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of information received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
