Background
The Washington Metropolitan Area Transit Authority (WMATA) is the required source for the Department of Defense National Capital Region Mass Transit Benefits subsidy program.

The SmartBenefits program is essential for providing mass transit benefits to federal employees, allowing them to access transportation services efficiently. This justification outlines the need for a blanket purchase agreement (BPA) with WMATA, as they are the only organization capable of performing the necessary master database functions for this program.

Work Details
The SmartBenefits program includes services such as managing mass transit benefits for eligible employees, which encompasses both parking and transportation options.

WMATA is uniquely qualified to operate the master database functions required for this program, and no other organizations are eligible or capable of providing these services. The BPA will cover a period of three years, accommodating fluctuations in participation levels due to factors such as telework policies and workforce changes.

The procurement cost is based on the number of DISA employees participating in the program, with an anticipated participant level set at 600 employees over the contract duration.

Period of Performance
The period of performance for this BPA will span three years from the date of award.

The contract will be performed within the National Capital Region.
