Wireless Telecommunications and Expense Management Services (WTEMS)

Background
This contract will provide the National Science Foundation (NSF) with Wireless Telecommunications and Expense Management Services (WTEMS). WTEMS will provide NSF with support in procuring and managing agency wireless services and mobile devices, enabling NSF to minimize total wireless costs. NSF is an independent agency of the U.S. Government, established by the National Science Foundation Act of 1950. NSF funds research and education in science and engineering through grants, contracts, and cooperative agreements to colleges, universities, and other research and/or education institutions in all parts of the United States. With an annual budget of $8.5 billion (FY21), NSF accounts for about 27 percent of federal support to academic institutions for basic research.

Work Details
The contract includes required services such as Telecommunications Expense Management, Management Services, Support for User Activities, and Agency Interface Web Portal. Optional services include Device Disposition/Disposal Services, Mobility-as-a-Service (MaaS), and Mobile Enterprise Consulting.
The WTEMS provider is expected to offer a range of services for managing wireless telecommunications devices and services throughout their lifecycle starting with the ordering process, through operational use, and including their collection and disposal.
The period of performance for this contract is five (5) years from August 2024 through March 2029, with the option for a six (6) month extension.
