Wireless Intrusion Detection Systems (WIDS) RFI

Background
The Defense Information Systems Agency (DISA) is conducting market research into commercially available turnkey Wireless Intrusion Detection Systems (WIDS) to assist with the development and planning of a potential new requirement. The agency aims to enhance security by monitoring unauthorized wireless emissions and Portable Electronic Devices (PEDs) within high-security areas.

Work Details
The WIDS solution must continuously monitor the Radio Frequency (RF) spectrum and provide capabilities including:
- Site Survey & Engineering Design Validation
- System Procurement
- System Installation
- System Configuration
- System Testing & Validation
- System Training

Technical characteristics required include:
- Frequency range: 70 MHz to 6 GHz, covering Wi-Fi, Bluetooth, cellular, and IoT protocols.
- Passive monitoring with zero RF emissions, compliant with ICD 705 standards.
- Hardwired system with no wireless connectivity.
- Immediate threat detection and location identification displayed on a digitized floorplan.
- Air-gapped operation without cloud connection requirements.
- Custom geofencing and whitelisting capabilities.
- Audit records of wireless activity for at least 90 days.
- Minimum 95% system uptime excluding maintenance.
- Compliance with Trade Agreements Act (TAA) and National Defense Authorization Act Section 889 prohibitions.

Bidder Requirements
Respondents must provide corporate capabilities, company name and address, representative's name and title, small business socio-economic status if applicable, CAGE Code, prime contract vehicles including ENCORE III, SETI, NIH CIO-SP4, NASA SEWP V, GSA OASIS, ALLIANT II, VETS II, STARS III, MAS; facility clearance capacity for cleared personnel; CMMC level; and OEM certification status. Additionally, potential WIDS solutions must meet the minimum technical characteristics or similar solutions meeting five or more of those characteristics.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a closely related prior contract with Kaihonua under HC101922C0003 (06/01/22–03/31/26) valued at $2,656,435 for installation of an Access Control System (ACS), including closed-circuit television (CCTV) and Wireless Intrusion Detection Systems (WIDS). The prior scope explicitly includes WIDS installation as part of a broader security system, which aligns with the current RFI’s focus on turnkey WIDS capabilities such as site survey/engineering validation, procurement, installation/configuration, testing/validation, and training.
