Wireless Internet (WiFi) and Cable Television Services for ICE/ERO/Buffalo Field Office and Albany (Malta), NY Sub-Office

Background
The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the Enforcement & Removal Operations (ERO), intends to award a firm-fixed price purchase order on a sole source basis to Charter Communications Operating, LLC for wireless internet (Wi-Fi) and cable television services for its Field Office location in Buffalo, NY and its sub-office location in Albany, NY. The agency has conducted market research and determined that Charter Communications Operating, LLC is the only known vendor that provides Wi-Fi and cable television service meeting the requirements stated in the solicitation. The agency has also found that other vendors in the metropolitan Buffalo, NY and Albany, NY areas do not meet the requirements due to reliance upon delivery of these services via satellite or not offering the required bandwidth for Wi-Fi service.

Work Details
ICE/ERO/Buffalo Field Office requires Wireless Internet (WiFi) service with bandwidth at 500 MBPS (minimum) and basic cable television service for 24 televisions in its Buffalo, NY Field Office and 10 at its sub-office in Albany, NY. The services must be delivered via means other than satellite as the building owners will not permit satellite dish(es) to be mounted on the building rooftop or on any other location on the building.

Place of Performance
The contract will be performed at ICE/ERO/Buffalo Field Office located at 250 Delaware Avenue, 7th Floor, Buffalo, NY 14202 and its sub-office located at 11 Stonebreak Road, Malta, NY 12020.
