Background
The solicitation N0042122R01640002 is for WINN-TS - Mission Engineering & Analysis Department Support Services. The contract will be a Single-Award Indefinite Delivery/Indefinite Quantity contract utilizing CPFF CLINs for Labor (Term) and Cost Reimbursable CLINs for Other Direct Costs (Travel and Material). Top Secret facility clearance is required at the time of proposal submission, and all personnel are required to have a minimum of a Secret clearance at task order award. The contract is not a Service Contract Labor Standards (SCLS) Contract.

Work Details
The contract's scope includes providing analysis, development, sustainment of permanent flight clearance data products, materials to support the fleet introduction of updated or new weapon systems, development of training materials and curriculums, and subject matter expertise to support fleet introduction and 'train the trainer' activities. The efforts include translation of existing and new Original Equipment Manufacturer/Government source materials to create new NATOPS and NATIP products and maintaining published products’ currency.

The contract will also involve Fleet liaison/subject matter expertise, platform software and new systems Introduction and Train the Trainer presentation development and delivery to aircrew at Fleet centers of excellence for aviation training and tactics development, subject matter expert technical support to instructors, acquisition offices, and the fleet community on the introduction and deployment of new and/or upgrades of weapon systems.

Place of Performance
Approximately 80 percent of work will be performed at the Contractor site inclusive of telework, while 20 percent will be performed at a Government site on an as required basis. Final performance location will be defined at the Task Order level. The Contractor shall also provide short- and/or long-term technical support services in Continental United States (CONUS) and Travel/Temporary Duty (TDY) Outside Continental United States (OCONUS).
