The Kerrville VA Medical Center, part of the South Texas Veterans Health Care System, requires routine window washing services to maintain a clean, safe, and professional healthcare environment. These services are necessary for multiple buildings throughout the Kerrville VA Medical Center campus, including hospital, long-term care, engineering, educational, and support facilities.

The goal of this contract is to ensure that the facility remains presentable and hygienic for both patients and staff.

Work Details
The contractor shall provide all labor, supervision, transportation, equipment, tools, materials, and non-personal services necessary to perform comprehensive window washing services. This includes cleaning exterior windows, interior surfaces of exterior windows, glass doors, sidelights, entryway glass, frames, sills, and ledges. The contractor must remove dirt, dust, water spots, streaks, bird droppings, wasp nests, cobwebs, and environmental debris.

All required safety equipment must be provided by the contractor in compliance with OSHA and VA regulations. Services will be performed biannually: the first cleaning cycle between July 1 and September 30 and the second between January 1 and May 1. The contractor must coordinate work schedules with the Contracting Officer's Representative (COR) at least one to two weeks in advance and ensure all work areas are properly barricaded during operations.

Base Year: 8/31/2026 – 9/30/2027; Option Year 1: 8/31/2027 – 9/30/2028; Option Year 2: 8/31/2028 – 9/30/2029; Option Year 3: 8/31/2029 – 9/30/2030; Option Year 4: 8/31/2031 – 9/30/2031.

Bidder Requirements
Bidders must be certified as a Service-Disabled Veteran-Owned Small Business (SDVOSB). Contractor personnel performing high-access work must be properly trained and certified where applicable. Contractors must comply with all VA infection control and safety requirements while onsite. Employees must wear visible identification badges at all times.
