(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) This solicitation is issued as an Request for Quotation (RFQ)

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03.

(iv) This procurement is set aside for __Small Business set aside. The NAICS code is 332312 and the Small Business Size Standard is 500.

Background
The solicitation is for the purchase of composting toilets to replace large capacity cesspool toilets in remote locations that are either fully or partially inaccessible by vehicle. The new toilets must comply with Forest Service Outdoor Accessibility Guidelines, Willamette Forest Plan Visual Quality Objectives (VQOs) and support the historical and architectural integrity of the adjacent historic structures.

Work Details
The new composting toilets must have specific salient characteristics, including composting waste in place, urine diversion mechanism, solid waste conveyance to the back of the building, maintenance access via a hatch at the back of the building, be maintainable by district recreation technicians, shipped as kits directly to the districts, able to be assembled by a small recreation crew, made from lightweight materials with a modular design for transportation over rough terrain, have a single stall, windows that allow light to the stall, be accessible (ADA or ABA), have a shed roof, natural cedar siding, muted colors for any metal framing to meet historic and scenic needs, be able to withstand a snow load of up to 375 lbs./sf, not require any utilities including use of solar for operating lights or fans, and have 24” tall vaults.
