Background
The contract is issued by the National Cemetery Administration (NCA) under the Department of Veterans Affairs, aimed at providing grounds maintenance services at Willamette National Cemetery.

The mission of the NCA is to honor veterans by maintaining cemeteries that reflect their dignity and sacrifice. The goal of this contract is to ensure that the cemetery grounds are well-maintained, enhancing the overall environment for visitors and maintaining the integrity of burial services.

Work Details
The contractor will be responsible for providing all labor, equipment, materials, and supervision necessary for turf and grounds maintenance services. Key tasks include:
1. **Basic Services**: Develop and submit a detailed Grounds Management Plan (GMP) within 30 workdays post-award.
2. **Turf & Grasses Maintenance**: Includes pest control, mowing, trimming, edging, and ensuring turf health in compliance with NCA standards.
3. **Tree, Shrub & Planting Bed Maintenance**: Maintain planting beds to be weed-free with adequate drainage and mulch.
4. **Leaf and Debris Removal**: Regularly clear leaves and debris from the cemetery grounds.
5. **Supply of Seed and Fertilizer**: Provide various types of grass seed and fertilizers as specified in CLINs 0004-0009, ensuring they meet quality standards suitable for the cemetery's climate.
6. **Communication & Coordination**: Maintain close communication with the Contracting Officer Representative (COR) to ensure burial activities take precedence over maintenance work.
