Description

1. The sources sought is for informational purposes only in conducting market research. USTRANSCOM Acquisition Directorate anticipates issuance of a solicitation for Stevedoring and Related Terminal Services (S&TRS) at Wilhelmshaven, Germany. The Government anticipates issuing an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a base period of performance of 01 March 2026 through 28 February 2031 with an optional six-month extension. Refer to the attached RFI - TRANSCOM25R019 for additional information.

2. The Government does not intend to award a contract on the basis of this sources sought or reimburse any costs associated with the preparation of responses. This sources sought is issued solely for information and planning purposes and does not constitute a solicitation.

3. If interested, please review the attached RFI - TRANSCOM25R019 and the three (3) attachments. Complete the attached information sheet (Attachment 1) and survey (Attachment 2). Submissions must be returned no later than 8:00 A.M. (CDT) on 21 July 2025. Background
The United States Transportation Command (USTRANSCOM) Acquisition Directorate is conducting market research for Stevedoring and Related Terminal Services (S&RTS) at Wilhelmshaven, Germany.

The goal of this contract is to handle the import and export of Defense Transportation System (DTS) sponsored and non-sponsored cargo, particularly focusing on Class V Ammunition & Explosives (A&E) for U.S. Army and Air Force units stationed in northern Germany.

This RFI serves as a preliminary step to gauge interest and capabilities from potential contractors before issuing an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract.

Work Details
The contractor will be responsible for providing Stevedoring and Related Terminal Services which include:
1. Handling import and export operations for DTS cargo.
2. Ensuring all tasks are performed in accordance with the Performance Work Statement (PWS), emphasizing safety, efficiency, and support for U.S. warfighters.
3. Maintaining quality assurance through performance objectives, measures, and standards as outlined in the PWS.
4. Conducting inspections and maintaining documentation related to cargo operations, including Quality Control Inspection Plans (QCIP) and Quality Control Files (QCF).
5. Participating in weekly performance evaluation meetings with USTRANSCOM representatives during the initial month of the contract.

Period of Performance
The base period of performance is anticipated from March 1, 2026, through February 28, 2031, with an option for a six-month extension.
