Wideband Satellite Communications (SATCOM) Operational Management System (WSOMS) Technical Support Services

Background
The Defense Information Systems Agency (DISA) is seeking sources for Project Office Wideband Satellite Communications (SATCOM) Operational Management System (WSOMS) Technical Support Services.

The US Army Program Executive Office (PEO) Enterprise Information Systems (EIS) Project Office Wideband Control (POWC) aims to gather information from potential sources to provide engineering, technical, programmatic, and administrative assistance managed by the Project Manager Integrated Enterprise Network (PM IEN) / Product Manager, Wideband Enterprise Satellite Systems (PdM WESS). This initiative supports the WSOMS Program of Record (PoR).

Work Details
The contractor shall provide various technical support services including:
1. Cybersecurity and Information Assurance Support: Conduct cybersecurity analyses, perform security accreditation, enhance patching approaches, develop enhancements for the Cross Domain Solution (CDS), implement cybersecurity-hardening techniques, create and manage Assessment & Authorization packages, support Risk Management Framework processes, and ensure compliance with DoD cybersecurity policies.

2. Operations, Maintenance, and Logistics Support: Provide integrated C5ISR solutions for deployment and maintenance; configure systems to meet mission requirements; support logistics operations including shipping/receiving and warehouse management; perform scheduled and unscheduled maintenance; develop maintenance plans; manage warranty agreements; and provide Field Service Representative support.

3. Supply Chain Management: Conduct provisioning on existing systems, maintain logistics databases for asset accountability, develop stocking quantities for consumable items, monitor spare parts inventory, and provide recommendations for logistical issues.

4. Engineering Documentation and Training Support: Develop documentation services for engineered solutions including training for operation and maintenance of systems at Government and contractor sites.

Period of Performance
The anticipated period of performance is a 12-month Base Period plus four 12-month Option Periods, estimated to begin on August 27, 2025.

Place of Performance
The anticipated places of performance include various locations both CONUS and OCONUS such as Fort Belvoir, VA; Wahiawa, HI; Colorado Springs, CO; Tampa, FL; Paso Robles, CA; Fort Meade, MD; Fort Detrick, MD; Australia; Germany; Italy; Kuwait; and Japan.
