This is a PRE-SOLICITATION notice for the Integrated Design and Construction (IDaC) project for Whittier Narrows Dam Safety Modification Project, Los Angeles County, California. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS.

The U.S. Army Corps of Engineers Tulsa has been tasked to solicit and award a construction contract for the Whittier Narrows Dam Safety Modification Project. The proposed project will be a competitive, firm-fixed price, IDaC, contract procured in accordance with FAR 15, Negotiated Procurement using the Best Value trade-off process.

Whittier Narrows Dam is owned by the Federal government and operated and maintained by the USACE Los Angeles District (SPL) and is 11 miles east of downtown Los Angeles. The areas both upstream and downstream are highly urbanized with approximately 10 cities located between Santa Fe Dam and Whittier Narrows Dam, and 25 cities between Whittier Narrows Dam and the Pacific Ocean. Approximately one million people live in the downstream flood plain. The dam itself is a three-mile-long earthen embankment with a maximum height of 56 feet. The dam can impound waters from the intermittent San Gabriel and Rio Hondo Rivers with Tainter-gated outlet structures at each. Utility galleries, multiple municipal and private utilities, facilities as well as county and local roads traverse the dam. This construction contract will address internal erosion in the foundation and overtopping during extreme floods. The plan addresses internal erosion by construction of various measures along the downstream toe. The plan also addresses failure through overtopping by hardening the crest and downstream slope to prevent erosion leading to breach, raising two roads and adjoining embankments, and constructing concrete parapet walls. Multiple utilities and other non-federal facilities will be impacted, closed or relocated as a result of the modification work.

The overall purpose of the Whittier Narrows DSMP is to implement modifications at Whittier Narrows Dam to reduce life safety risks in an expeditious and efficient manner. Whittier Narrows Dam is designated as Dam Safety Action Classification (DSAC) 1, meaning it has an extremely high incremental risk where the combination of life or economic consequences with likelihood of failure is extremely high, and immediate action is required to avoid failure. The risks associated with dam failure will be reduced through construction of a new reinforced concrete labyrinth control structure, construction of composite embankment connections including embedded roller compacted concrete (RCC) monoliths, new reinforced concrete chute slabs anchored to foundation rock, new underdrain system for the chute, and new reinforced concrete cantilever spillway chute walls.

In accordance with DFARS 236.204, the estimated magnitude of construction for this project is between $250,000,000.00 and $500,000,000.00

Estimated duration of the construction phase of this project is 365 days for the preconstruction services with an option to execute the construction for a total of 2,069 calendar days.

The North American Industry Classification System code for this procurement is 237990 which has a small business size standard of $45.0M.

Small Businesses are reminded under FAR 52.219-14, (Deviation 2019-O0003), Limitations on Subcontracting. Firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded. Large Businesses must comply with the FAR 52.219-9 by submitting a Small Business Subcontracting Plan should this action be solicited as Full and Open Competition and an award is made to a large business firm.

TYPE OF SET-ASIDE: NONE This requirement will be solicited as UNRESTRICTED.
