The 509th Contracting Squadron at Whiteman AFB, MO has a requirement for a Firm Fixed-Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Base Pavements. This acquisition is a competitive 100% set-aside for Small Business concerns. This acquisition is being solicited under North American Industry Classification System (NAICS) code 237310, Highway, Street and Bridge Construction, with a small business size standard of $45M. This IDIQ contract consists of repair and construction of base roads, parking lots, driveways and sidewalks. Other areas may include complete rebuilding of some streets and parking lots and roto-milling as well as overlay with asphaltic concrete. In addition, the contract consists of slurry sealing, seal coating, and crack sealing. The contractor shall provide all personnel, equipment, vehicles, tools, materials, supervision, and other deliverables necessary to perform these tasks. The ordering period for this IDIQ contract will be a 12-month base period with four 12-month option periods. All work under the resulting contract will be awarded through the issuance of individual Task Orders. The contract magnitude is between $5 Million and $10 Million. The basis for award for this acquisition will be a best value tradeoff considering technical, past performance, and price. Prospective contractors must be registered in the SAM in order to be eligible for award. Websites are occasionally inaccessible due to various reasons. The Government will not issue paper copies. All inquiries must be in writing, preferable via email to the persons specified in the solicitation. All answers will be provided in writing, preferably via posting to the sam.gov.

Site Visit is due on Friday 09 Febrauary 2024 at 11 AM Central Time.

Questions from the Site Visit would be due by 16 February 2024.

Background

Work Details
The contractor shall provide all supervision, personnel, equipment, materials etc. to perform base paving at Whiteman AFB IAW SOW dated 06 Dec 23. The work includes tasks such as replacing the wearing lift by cold-milling the current degraded top asphalt layer, binding the new asphalt to the existing base or intermediate course with a tack coat, replacing the milled surface with an appropriate asphalt mix design, returning the parking stall paint with the appropriate product, trucking including both the removal of the asphalt millings and bringing in the new bituminous asphalt product for the laydown machine, site work of cold milling, verifying drainage, re-installation of asphalt on a constant slope that will minimalize 'water ponding' and deliver rain to established storm systems. Additionally, paint markings for the stalls for vehicle parking need to be returned with the same dimensions.
