White City VA PM of Armstrong Digital Recirculation Valves

Background
The VA Southern Oregon Rehabilitation Center and Clinics (SORCC) in White City, Oregon, requires annual preventive maintenance for three Digital Recirculation Valves (DRVs). This maintenance is essential for ensuring reliable domestic hot water recirculation, system safety, and compliance with operational standards. The contract aims to maintain the functionality and safety of the facility's hot water system by preventing operational failures.

Work Details
The Contractor shall provide all labor, materials, tools, equipment, transportation, and supervision needed to perform complete annual maintenance on three Armstrong DRVs located at VA SORCC. The required tasks include:

- Inspecting and replacing O-rings on all three DRVs (two DRV 40 models and one DRV 80 model).
- Replacing DRV batteries.
- Verifying motor and gear drive functions.
- Cleaning supply strainers.
- Confirming upstream strainers are unobstructed.
- Verifying communication between the DRVs and Building Management System (BMS).
- Identifying any additional required parts with VA approval.

The estimated onsite duration for these tasks is two days. The Contractor must use trained technicians experienced in Armstrong DRV systems and perform all work according to manufacturer specifications, VA policy, OSHA standards, and facility work controls. A complete written service report must be submitted upon completion.

Base Year plus four (4) Option Years

Bidder Requirements
The Contractor must employ trained technicians with experience in Armstrong DRV systems. They are required to comply with all VA safety regulations including Lockout/Tagout procedures when necessary. The Contractor must also provide warranty coverage for a minimum of one year on labor and materials unless a longer period is provided by the manufacturer.
