Background
The Texas Valley Coastal Bend Health Care System (TXVCBHCS) is issuing this solicitation for Wheelchair Transportation Services to support its mission of providing healthcare to veterans. The contract aims to ensure that non-emergent wheelchair transportation services are available 24/7, including holidays, to facilitate access to medical care for veterans in the region.

Work Details
The contractor will provide non-emergent wheelchair transportation services as needed, complying with all federal, state, and local regulations. Key requirements include:
1. Transporting veterans with VA staff and equipment when necessary, ensuring return of staff and equipment to the original pickup location.
2. Transporting miscellaneous items such as luggage (up to 20 pounds), medical records, medications, and comfort items at no additional cost.
3. Contractor personnel must be courteous and professional at all times.
4. Drivers must meet specified qualifications and possess valid state driver's licenses.
5. Compliance with tuberculosis exposure control policies, including testing and documentation for all personnel.
6. Vehicles must meet safety standards and be equipped with first aid kits; they should provide safe and comfortable transport for veterans.
7. The contractor is responsible for maintaining vehicles in good repair and cleanliness.
8. All transportation requests must be authorized by designated VA staff through the VetRide or other approved systems, with real-time updates required for any deviations from original orders.

Period of Performance
The contract will commence upon award and includes a 30-day phase-in period, with services expected to continue for a total of 60 months.

Place of Performance
Services will primarily be performed within the Texas Valley Coastal Bend Health Care System area, specifically covering regions including Corpus Christi, Harlingen, Laredo, McAllen, Brownsville, and surrounding counties.
