Description

Background
The U.S. Department of Education, specifically the Institute of Education Sciences, is seeking a commercial off-the-shelf (COTS) alternative to the What Works Clearinghouse (WWC) Online Study Review Guide (OSRG).

The OSRG is a critical web-based tool that captures data, computes summary statistics, outputs results of individual study reviews and meta-analytic syntheses, and manages workflows associated with reviews of academic journal articles against WWC standards. This initiative aims to enhance the functionality and efficiency of the OSRG, which is currently maintained by the government’s WWC contractor.

Work Details
The scope of work includes several tasks:
1. **Management**: Efficient management of task orders with biweekly meetings to update on progress and challenges. Monthly reports summarizing progress and challenges are required. Cross-contractor meetings will be held up to three times a year.

2. **Website, Data, and Online Tools**: Ensuring the functionality of the OSRG website, developing IT reporting materials, creating a Help Desk for contractors, and updating procedures and standards handbook based on feedback from working groups.

3. **Quality Control**: Ensuring data accuracy on the WWC website through quality control metrics, peer review processes, and audits. Monthly metrics will document inconsistencies in study reviews and recommend training plans to reduce errors.

Period of Performance
The contract is expected to be performed over a period of 24 months, primarily from 2025 to 2026.

Place of Performance
DC 20202 UNITED STATES

Bidder Requirements
Bidders must demonstrate relevant knowledge, skills, and capabilities related to commercial software solutions that meet the functional needs described in the solicitation. They should provide examples of prior work demonstrating capability in similar implementations supporting complex review processes.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on Mathematica’s ongoing WWC-TOAST contract (award 91990023A0001) valued at $15,227,078 (02/01/23–01/31/28), with additional related task order activity (91990023A0001-91990025F0062) valued at $4,214,355 (09/15/25–06/14/27). The prior work includes supporting the WWC website and providing technical support for development and review of products and information contained on the site, including tools, online assistance, standards, and training. Because the current OSRG effort similarly focuses on maintaining and enhancing a web-based workflow for contractor reviews against WWC standards (including quality control and updates to procedures/handbooks), it appears to be a continuation or expansion of the same WWC online review support function.

The U.S. Department of Education (the Department) is conducting market research to provide a demonstration of the recommended commercial software if the government thinks would be of benefit in describing the needed characteristics in the requirement for the future solicitation. This notice is NOT a request for quotes but is an invitation for potential offerors to express interest and provide information regarding their relevant knowledge, skills, and capabilities. The Department is seeking to gain suitable Market Research for the WWC OSRG. Information submitted in response to this Sources Sought Notice may be used to assist the Department in finalizing its acquisition strategy.

DISCLAIMER: The Department will not pay for the provision of any information, nor will it compensate any respondents for providing this information. This notice in no way obligates the Government to award any contract to any interested party. PLEASE NOTE: All information contained in this notice is preliminary in nature and subject to change. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposals (RFP), Request for Quotations (RFQ), Invitation for Bids (IFB), or a commitment on the part of the Government to conduct a solicitation in the future. All information provided is strictly voluntary and no reimbursement will be made by the Government for any costs associated with providing a response to this notice or otherwise participating in market research activities. Further, the U.S. Department of Education offers no assurance that a solicitation will result from this notice.
