Description

This requirement is for services to correct the condition of the interior floor surfaces by providing carpet installation services to all existing similar floor surfaces in various assigned rooms in buildings of the White House complex and WHSC surrounding buildings as needed and selected by building management officials. Installation includes modifying, furnishing padding, and replacing government purchased broadloom carpet.

Government purchased walk-off mats will be selected by GSA building management officials as included in this SOW. Purchase walk-off mats by size, design and shape as selected by GSA management officials and White House officials and provided to the carpet cleaning for rotational and cleaning purposes.

In addition, this requirement is for services to correct the condition of the interior floor surfaces by providing carpet installation services to all existing similar floor surfaces in various assigned rooms in buildings of the White House complex and WHSC surrounding buildings as needed and selected by building management officials. Installation includes removing old carpet tile and replacing with new carpet tile that is either glue- down or peel and stick backing. Approximately 80% in areas of Jackson Place townhouses.

Also, this requirement is to provide carpet repair services as needed and requested by GSA building management officials. Repairing includes snags, rips, patches and replacement services of carpet in various assigned rooms in all buildings of the White House complex and WHSC surrounding buildings as needed and selected by GSA building management officials. Approximately five incidents per year occur where carpet repairs are necessary.

Furthermore, this requirement is for services to correct the condition of the interior floor surfaces by providing vinyl tile, luxury vinyl tile, and heterogenous sheet flooring installation services to all existing similar floor surfaces in various assigned rooms in buildings of the White House complex and WHSC surrounding buildings as needed and selected by building management officials. Installation includes removing old flooring, subfloor repair/leveling and installing new flooring material.

This requirement also included the need to provide and install new cove base in areas where it is to be replaced as direct by GSA building management officials.

This requirement could be a change in use of space. If a presidential transition takes place due to an election a change of occupancy of administration officials could take on a four-year cycle.

Background
The solicitation is for a Blanket Purchase Agreement (BPA) for the White House Complex Carpet Replacement. The BPA has been set aside for an 8(a) category contractor. The work will include providing carpet installation services, vinyl tile, luxury vinyl tile, and heterogeneous sheet flooring installation services, as well as carpet repair services and the provision and installation of new cove base. The Method of Award for this solicitation will be Tradeoffs.

Period of Performance
The contractor shall begin performance within 1 calendar day after the effective date of the base year of the award. The completion date for performance is within 365 calendar days after the effective date.

Place of Performance
The work will be performed at various assigned rooms in buildings of the White House complex and WHSC surrounding buildings.
