Western Regional Multiple Award Construction Contracts (WRMACC)   3

The National Aeronautics and Space Administration (NASA) is procuring a multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) Contract, Western Region Multiple Award Construction Contracts (WRMACC) to perform construction services with two distinct pool bases. The work acquired under this contract is for construction services of government facilities at various locations within the western region area of responsibly.

WRMACC will cover both Northern California and Southern California. The majority of the construction work applied to this contract will be performed for NASA Armstrong Flight Research Center (AFRC), Ames Research Center (ARC), NASA Office of JPL Management and Oversight (NOJMO), and United States Air Force, Edwards Air Force Base, Ca (EAFB) will also be available to other locations to include: Goldstone Deep Space Communications Complex (GDSCC) in Fort Irwin, Ca; Santa Susana Field Laboratory (SSFL) in Simi Valley, Ca. and Air National Guard, Channel Islands, Ca. Future support may be performed at other NASA centers or government agencies, as required by the Government.

VIRTUAL PREPROPOSAL/PRE-BID CONFERENCE

A virtual conference via MS TEAMS will be held July 9, 2025, at 1:00PM PST. All interested Offerors attending the virtual conference must submit the full name of the attendee(s) and email address no later than July 9, 2025, by 9:00AM, PST.

Amendment 1: Incorporates the virtual pre-proposal conference and attendance sheet.

Amendment 2: Revises the Request for Proposal (RFP), Incorporates the initial Request for Information (RFI) responses and clarifications, Provides revised attachments, Updates Wage Determination for both Pool 1 and Pool 2 Model Task Orders, and adds additional attachments.

Amendment 3: Provide the July 22, 2025, Pool 2 Southern California Pre-proposal/Pre-Bid Conference/Site walk Presentation slides and sign-in sheet.
Amendment 4: Provide the July 24, 2025, Pool 1 Northern California Pre-proposal/Pre-Bid Conference/Site walk Presentation slides and sign-in sheet.
Amendment 5: Provide the Pool 2 Southern California site walk photos for requirement "Repair Apron and Taxiway Pavements and underground Fire Suppression System".
Amendment 6: Extend the proposal submission date to September 9, 2025 at 10:00a.m.PST.
Amendment 7: Provide responses to Request for Information (RFIs)/Questions, Incorporate resulting updates by issuing revised documents and attachments, as applicable.
Amendment 8: Update solicitation as a result of the Revolutionary FAR Overhaul, Provide updated Pool 2 Southern California documents, as a result of Q&A responses, and remind offerors Acknowledgment of Amendments must include ALL Amendments.
Amendment 9: Correction to Amendment 008, box 11, The hour and date specified for receipt of Offers is not extended.

Amendment 10: Provide updated Pool 2 Southern California document, Supplies AND/OR SERVICES
TO BE PROVIDED, CLIN 3 has been updated for clarity.
Amendment 11: Extend the proposal submission date to September 16, 2025 at 10:00a.m.PST.

Amendment 12: Provide updated CLIN structure for "2 Pool 2 So Cal", and clarification and All Amendments must be acknowledged, if additional space is required to acknowledge all amendments on the SF1442, Offerers shall reference a separate sheet identifying each amendment by number and date.

Amendment 13: Provide additional clarification for Pool 1.
