Western Range Internet Protocol Network (WPN)

Background
The Western Range Internet Protocol Network (WPN) is a critical component of the Launch & Test Range System (LTRS) mission at Vandenberg Space Force Base (VSFB). Developed under the Western Range Modernization Network (WMN) project, the WPN achieved final Operational Acceptance in October 2024.

It serves as the primary Communications Subsystem (CMSS) network for the Western Range, providing seamless communications connectivity between various elements of the Range and both on-Range and off-Range customers. The network is designed to support mission-critical activities across geographically dispersed locations, including VSFB, Pillar Point Air Force Station, Naval Air Warfare Center Point Mugu, Santa Ynez Peak, Edwards Air Force Base, and San Nicolas Island. The goal of this contract is to provide Operation, Maintenance, Sustainment (OM&S), and continuous integration support for this next-generation communications infrastructure.

Work Details
The contractor shall perform a variety of tasks including:
1. Develop and deliver Technical Manuals in accordance with MIL-STD-38784B format.
2. Configure, calibrate, verify, and operate the IP network according to established Technical Orders (TOs) and Operating Instructions (OIs).
3. Provide trained personnel for Range operations and maintain an internal training program for operational crew personnel.
4. Manage operational spares to ensure no delays in operations due to spare part availability.
5. Perform Level I and Level II system maintenance during the ICS period while maintaining reasonable inventory levels for all replaceable components.
6. Implement a non-proprietary asset management system for tracking IP Network assets.
7. Conduct root cause analysis for faults and failures within the IP Network.
8. Ensure compliance with cybersecurity requirements and maintain documentation necessary for certification and accreditation.
9. Execute a seamless transition from ICS to SFRC Contractor including conducting operations and maintenance training on the Modernized CMSS.

Period of Performance
The period of performance for this contract spans from October 1, 2025 through March 31, 2026.

Place of Performance
The contract will be performed at various locations including Vandenberg Space Force Base (VSFB), Pillar Point Air Force Station (PPAFS), Santa Ynez Peak (SYP), Point Mugu Naval Base (PMSR), and potentially other sites as required.
