Description:

The WESTPAC Purchase Program covers the annual bulk petroleum requirements under the Western Pacific and Middle East Regions (F76, JA1, JA1 with Additives, and JP5). Cost savings strategies under this solicitation include a minimum lift guarantee of 75%. Delivery modes will be by tanker, barge, tanker truck, railcar, and pipeline. FOB Destination tanker offers will not be accepted. These requirements may increase during the delivery period and be met by supplemental solicitations tied to this procurement. Delivery Period:

Under Purchase Program 1.1a, 1.1c, and 1.1h, the delivery period is from January 1, 2021, through December 31, 2021, plus a 30-day carry-over period. The 30-day carry-over period allows for delivery of orders placed prior to the end of the ordering period.

OET Usage:

DLA Energy will be using the Bulk Offer Entry Tool (OET) for this Procurement.
The usage of the Bulk OET is MANDATORY for the 2020 Western Pacific solicitation.The Bulk OET will allow Offerors to Electronically Submit and Sign their offer (including the SF 1449).
